As a continuing activity of the Mines and Geosciences Bureau (MGB), the MIMAROPA Regional Office carries on with the deputation and training of Environment and Natural Resources Officers (ENROs) for Mines who are partners of the MGB in enforcing the Mining Act and relevant laws and policies.

Recent training by the MGB IV-B was conducted in Puerto Princesa City, Palawan in March which was participated in by over a hundred new enforcers from the Puerto Princesa Philippine National Police (PNP), Provincial Disaster and Risk Reduction Management Office (PDRRMO), Palawan Council for Sustainable Development (PCSD), and Bantay-Palawan. Also present in this activity are members of the Provincial Mining Regulatory Board, its Monitoring Staff and secretariat.

Trainings are conducted to provide relevant information and to educate participants on strategies on the enforcement of various mining and environmental laws and campaign against illegal mining, including the procedures in apprehension of violators and filing of appropriate cases in the proper courts.

Specific laws and policies being discussed in the training for deputation include the Republic Act No. 7942 or the Philippine Mining Act of 1995; Executive Order No. 79, the current national policy on mining; DENR Administrative Order No. 2015-03, the revised implementing rules and regulations of RA 7076 or the People’s Small-Scale Mining Act; DENR Administrative Order No. 2008-22, the Revised Guidelines on the Deputation of Environment and Natural Resources Officers (ENRO); the Provincial Policy of Palawan in the Transport of Sand, Gravel and other Quarry Resources and Existing Permittees in the Province; devolved functions to the Local Government; and information on  Mineral Processing Permit and Accreditation as Processors, Traders, Dealers, and Retailers in the Trading of Minerals/Mineral Products and By-products.

As a gauge on the appreciation and understanding of participants, simulation sessions are done through case studies. This involves role play in the proper conduct of apprehension and filing of complaint. Evaluation of participants serves as basis for recommendation for deputation.

The deputized ENROs for Mines team up with the MGB to ensure effective and strict regulation of all mining activities within all provinces of the MIMAROPA region.
