The Mine Rehabilitation Fund Committees (MRFC) of operating large-scale mining and mineral processing companies in Palawan gathered for the series of virtual meetings for the third quarter of 2021, September 22-24.

Members for Berong Nickel Corporation, Citinickel Mines and Development Corporation, Coral Bay Nickel Corporation, Graymont (Philippines) Inc., and Rio Tuba Nickel Mining Corporation discussed the highlights and results of the first semester validation of the Multi-Partite Monitoring Team (MMT) – the MRFC’s monitoring arm – of the companies’ compliance with applicable mining and environmental laws, rules, and regulations, including other issues and concerns relative to their operations.

The creation of the MRFC in each Region where active mining operations exist is pursuant to Department of Environment and Natural Resources (DENR) Administrative Order (DAO) No. 2010-21 or the “Revised Implementing Rules and Regulations of Republic Act 7942,” otherwise known as the Philippine Mining Act of 1995.

MRFCs are headed by the Mines and Geosciences Bureau Regional Director, with the DENR Regional Executive Director as co-chair. Members include the Environmental Management Bureau Regional Director; and representatives from the local government unit, local non-government organizations and community organizations including People’s Organizations, and contractor/permit holder.

According to DAO No. 2010-21, the MRFC meetings should be held quarterly, however, recent travel restrictions due to the COVID-19 pandemic hampered the conduct of the quarterly MMT validation for the first semester of 2021.
